Stormy BCC Council Meeting: Revenue Department Commissioner Reshma Talikoti Faces Allegations, Resolution Passed for Inquiry
The Belagavi City Corporation (BCC) council meeting on Thursday witnessed heated exchanges as ruling and opposition members clashed over allegations against Deputy Commissioner of Revenue, Reshma Talikoti.
Ruling party leader Hanumant Kongali accused Talikoti of harassing citizens during property inspections and allegedly demanding heavy bribes. Supporting him, councillor Ravi Dhotre and others alleged that she insulted elected representatives and demanded her immediate removal. The ruling group also linked her to the ₹4.7 crore Vega Funmobile Pvt. Ltd. tax evasion case, already referred to the Lokayukta, and argued that her continuation could allow evidence tampering. They pressed for her transfer and a government inquiry.
Opposition leaders, however, strongly objected. Belagavi North MLA Asif Sait cautioned that “targeting officers who resist political pressure is becoming a trend,” urging the council to focus on development instead of individuals. In contrast, Belagavi South MLA Abhay Patil backed the resolution, stating that wrongdoing by any officer must invite action.
The debate grew tense, with sharp exchanges between members. Allegations of irregularities in PID registration, the Vega Helmet House rent scam, and maladministration were also raised. Ruling corporators further accused Talikoti of deliberately going on leave on the day of the meeting, though Commissioner Shubha clarified her absence was due to ill health.
Amid the uproar, the opposition staged a walkout. With 35 ruling corporators voting in favour, the council passed a historic resolution—unopposed—for Talikoti’s removal and an inquiry led by a retired judge. Mayor Mangesh Pawar directed that she be relieved from the Revenue Department until investigations are complete.
This marks the first time in BCC history that a council resolution has sought action against a senior official.
